Bob Kistner, EPC President and CEO, has been advising and preparing energy assurance plans for state and local governments for over 20-years. The first Colorado Petroleum Shortage Emergency Plan was written by Bob in 1984 and updated on four occasions by our company. We have also completed energy plans for Arizona, Arkansas, Delaware, Kansas, New Hampshire, and Wyoming (click here for more descriptions). These state energy assurance plans cover all-hazard and energy related shortages such as: electricity, motor fuels, aviation fuel, coal supply for power plants, natural gas, heating oil, and propane.  Recently, EPC completed several city and local government energy assurance plans. The State of Delaware Energy Office is contracting with Energy Planning Consultants for energy assurance planning (2009).

 
 

Pierre LeBlanc, EPC Vice-President, has over twenty five years of energy experience.  His areas of expertise include low- and high voltage electrical design, power and signal distribution, equipment and facility ground plane design, high-technology clean manufacturing, and cross-discipline project management. Pierre has extensive experience in developing energy assurance plans, managing disaster response efforts, and creating business model tools to be used for training and project planning.  Pierre has served with the American Red Cross as a Community Relations Administrator. 

 
 

Fred Sibley, EPC Consultant, has more than ten years of local, state and Federal emergency management experience in planning, hazard mitigation, recovery, preparedness and grant management. Fred has been lauded nationally for his class instruction skills, written communication skills, and public presentations. His experience, training and education enables him to be innovative in developing new and unique ways to foster preparedness, mitigation and related concepts at all levels of government and with private sector partners. Fred has provided valuable insight in EPC's energy planning for states. Fred holds a BA, History, University of Maryland, and a MPA, University of Baltimore. Fred is our East-Coast consultant on-call.
