critical structures within
the city according to risk) and a Business Impact Analysis (BIA) for the
city.This is
a management level analysis that identifies the impact of losing the city’s
energy resources. The analysis measures the effect of resource loss and
escalating losses over time in order to provide the entity with reliable
data upon which to base decisions on energy hazard mitigation and business
continuity planning.
Energy shortages
(emergencies) invariably "seek out" the weakest part of city buildings,
business structures, residents, or systems. Strong winds will find the
portion of the electric transmission line or pole. Ground motions
(earthquakes and explosions) will find the weak building
connectors--structural damage, or worse, building failure, will result. The
electric grid to the city will stop functioning, and businesses throughout
the community will be forced to close until electricity is restored. Finding
the weak points in systems--identifying building types that are vulnerable
to damage and anticipating the loss in high risk areas--helps the city make
decisions later about the recovery efforts of the city, businesses, and
residents.
