DELAWARE - In 2001, Energy Planning Consultants  completed the 1st. major revision of the State of Delaware Energy Emergency Response Plan (SEERP). During 2002, we updated the plan to include the ESF-12 functions. During 2003, we again updated the Delaware Plan to include fuel allocation aspects of the plan. In 2004, Charlie Smisson asked Energy Planning Consultants to prepare their Web-Page.
