Exercise Background - The Governor's Office Energy Management
and Conservation (GEO), the Office of Preparedness, Security, and
Fire Safety, and the Colorado Office of Emergency Management
sponsored an Colorado Energy Emergency Response Plan table-top
exercise. Our company (Energy Planning
Consultants) conducted the exercise at the City of Greenwood Village
Council Chambers, 6060 South Quebec Street, Greenwood Village, CO.
The host for this exercise was Lt. Dave Fisher of the Greenwood
Village Police Department. Over 60 people attended the half-day
event. We all learned a lot about the fuel delivery process in the
Denver METRO area (see attendees list). Funds to conduct this
exercise were provided by the Governor's Office Energy Management
and Conservation (GEO) and the Office of Preparedness, Security,
and Fire Safety.
Purpose -
To test the Colorado Energy Emergency Response Plan and the
Greenwood Village Colorado Energy Plan sections associated with
electricity disruption and the resulting requirements for emergency
fuel delivery. Specific sections of the plan to be tested are:

Emergency
Chapter 11 - Energy Public
Information Program
Appendix C - Emergency Petroleum
Set-Aside Program

Planning Consultants demonstrated our
NEW
Event Management Software (EMS). Critical facility managers in
the Denver Metro Area learned how to request emergency generator
fuel through the system. This tabletop exercise tested the
effectiveness of the
Colorado Fuel Set-Aside Program.
