Bob Kistner, serves as the president of the Energy Planning Consultants
Inc. (EPC),
having served over 20-years with the U.S. Army C orps of Engineers and
10-years with FEMA responding to over 30 disasters.
He has worked for federal, state, local
governments, and private
nonprofits. For over three decades EPC has
served many cities and states preparing
energy
assurance
plans. These plans are necessary to ensure a quick response to an
energy emergency, natural, or man-made disaster.
Several states and cities have
contracted with EPC to annually update their plans and to provide
energy exercises to test the effectiveness of their. We
now offer a web-based fuel allocation
system that can be used to get fuel to stranded motorists on the
highway during an evacuation. It can also be used to get fuel to
those critical facilities around the state. Bob also developed an
emergency refueling hose
assembly that has been used in fuel
shortages.
Energy emergency planning is a
urgently needed service during disaster planning. This planning
links energy emergency response planning ESF-12 into your state or
city disaster plans.
Recently, the State of Colorado
Governor's Office of Energy Management and Conservation placed EPC
on a standby contract to assist them on a quick-call basis for
emergency fuel allocation. The State of Delaware Energy Office is
contracting with Energy Planning Consultants for energy assurance
planning (2009).

Pierre LeBlanc, serves as the Vice President
of Energy Planning Consultants Inc. (EPC).
Pierre has over twenty five years of energy
experience. His areas of expertise include low-
and high voltage electrical design, power and
signal distribution, equi pment
and facility ground plane design,
high-technology clean manufacturing, and
cross-discipline project management.
Pierre has extensive experience in developing
energy assurance plans, managing disaster
response efforts, and creating business model
tools to be used for training and project
planning. In his role as a New Product
Development Project Manager for several
generations of semiconductor capital equipment
tools, he developed communication and data
management skills that yield effective
cross-functional team project execution, and
easy access to large volumes of integrated
data. Other experience includes process map
development, process
implementation, development/documentation of
performance specifications, and system upgrade
management.
Pierre has served with the American Red Cross as
a Community Relations Administrator. He
directed responses to local disasters and
managed several volunteer programs including
Service to the Armed Forces and International
Social Services. Responsible for management and
development of volunteer-staffed community
service programs, and rotating on-call
responsibility to direct volunteer responses to
local disasters in the Front Range and San Luis
Valley, CO regions. |
