Security Vulnerability Self-Assessment ToolKit for Small Drinking Water Systems
  On June 12, 2002, President Bush signed the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (Bioterrorism Act) into Law (PL 107-188). The Bioterrorism Act amends the Safe Drinking Water Act (SDWA) by adding section 1433. Section 1433(a) requires that certain community water systems (CWS) conduct Vulnerability Assessments (VAs), certify to EPA that the VAs were conducted, and submit a copy of the VA to EPA. Section 1433(b) requires that certain CWSs prepare or revise Emergency Response Plans (ERPs) and certify to EPA that an (ERP) has been completed.  

Water systems are critical to every community. Protection of public drinking water systems is a high priority for local officials and water system owners and operators to ensure an uninterrupted water supply. Water supplies for the protection of public health (safe drinking water and sanitation) and safety (fire fighting) is one the highest priorities of emergency management in the U.S.

Adequate security measures will help prevent loss of service through terrorist acts, vandalism, or pranks. If your system is prepared, such actions may even be prevented.

A VA is the identification of weaknesses in water system security, focusing on defined threats that could compromise its ability to meet its various service missions - such as providing adequate drinking water, water for fire fighting, and/or water for various commercial and industrial purposes.
